The team's leader was Lance Armstrong, but with riders like Tour of Italy winner Paolo Savoldelli and young talents Jaroslav Popovytsj and Stijn Devolder, the team had more irons in the fire in the Tour races. In the one-day races, the team mainly relied on George Hincapie and again Stijn Devolder. Team manager was Johan Bruyneel, who was assisted by Dirk Demol, Lorenzo Lapage and Sean Yates. The annual budget of Discovery Channel Pro Cycling Team was 10 to 15 million euros.
At the end of 2006, the team had signed Ivan Basso after he had been fired by Team CSC for his part in Operación Puerto. Following this transfer, chairman Patrick Lefevere proposed to the association of ProTour teams in early December 2006 to expel Discovery Channel from the association. For the IPCT (International Professional Cycling Teams), Discovery Channel would violate the ethical code. The chairman tackled this on a grand scale and it was reported in the media as if it had already been decided. Although a vote was passed, it was only about looking at the proposal. The official decision followed on January 11, 2007, Discovery Channel was not excluded from the ProTour. Among other things, because the ethical grounds that had led to the proposal were entirely voluntary and the team could therefore not be forced to adhere to it.
